The rider was stopped and arrested for riding a homemade motorcycle on a public road.
A 14-year-old boy from Whyalla Norrie was charged with driving unlicenced and driving an unregistered and uninsured motor vehicle.
He was bailed to appear in the Whyalla Youth Court on 10 November.
