Police Foundation Day marks SAPOL history and honours fallen officer

28 Apr 2026 2:07am

South Australia Police (SAPOL) and the South Australian Police Historical Society, today mark Police Foundation Day, recognising the organisation’s history and honouring those who have served the community since 1838.

Police Foundation Day commemorates the establishment of SAPOL on 28 April 1838, when a Police Inspector, 10 Mounted Constables and 10 Foot Constables were sworn in.

Each year, Police Foundation Day highlights a significant theme. In 2026, SAPOL will recognise the life and service of Mounted Constable Richard William Spicer, who died on duty in 1884.

Mounted Constable Spicer was fatally injured during a training exercise near Farina and died the following day in Port Augusta.

He was 34 years old and remembered as a dedicated officer.

Commissioner Grant Stevens said the day remains an important part of SAPOL’s calendar.

“Police Foundation Day provides an opportunity to reflect on our history and recognise the contribution of our people,” Commissioner Stevens said.

“We honour those who have served before us and acknowledge the ongoing commitment of our workforce to keeping the community safe.”

A commemorative event will be held at Farina Police Station on 29 May 2026, where a memorial plaque dedicated to Mounted Constable Spicer will be unveiled.

Police Foundation Day has been officially commemorated since 1992 and continues to recognise significant milestones and individuals in SAPOL’s history.
